Both countries used their veto power to protest against linking the allocation of EU funds to compliance with the so-called rule of law.
“We will work with all parties involved in the coming hours and days to find a solution, and I am sure it will,” said the Sister.
“Not only do we need a solution, we need a quick solution, and I am confident that we will achieve that,” he added.
The nurse expressed disappointment that the urgently needed funding had been blocked.
Given that Germany currently holds the EU presidency and acts as a mediator in this situation, “I would not be wise to say what I really mean” on this veto, the minister said.
The issue will be discussed in a videoconference of EU countries on Tuesday to prepare the ground for a summit of EU leaders on Thursday.
German Minister for European Affairs Michael Roth on Tuesday called for a break from the deadlock without delay.
“Further delays are not justified, so I call on everyone in the EU to live up to their responsibilities,” the minister said.
“Now is not the time to veto, but to act without delay and in a spirit of solidarity,” he added.
As announced, the ambassadors of the member states were expected to confirm the compromise reached with the European Parliament (EP) on the 1.8 trillion euro financial package in Brussels on Monday, but this was not possible due to the veto of Warsaw and Budapest, diplomats report.
Germany stated that the ambassadors had first approved a mechanism agreed with the EP to link the allocation of EU funds to the rule of law in the Member State concerned, as a qualified majority was sufficient.
But in a vote to approve the € 1.1 trillion budget itself and the € 750 billion economic recovery fund, which requires the unanimous support of all member states, “two member states objected,” Germany said.
Diplomats confirmed that these countries are Poland and Hungary.
Both countries have repeatedly threatened to veto the EU budget and the economic recovery package because they oppose linking the rule of law to EU funding.
A mechanism linking the rule of law to the distribution of EU funding could be triggered in cases where EU funds are wasted, such as corruption. The mechanism would link the distribution of EU funding to the independence of the judiciary, freedom, democracy, equality, respect for human rights and other fundamental rights.
It is believed that this mechanism is mainly intended to prevent the democratic decline in Poland and Hungary.
The European Commission (EC) has launched infringement proceedings against Hungary and Poland for non-compliance with EU democratic standards, which Brussels believes threatens the independence of the judiciary and the media.
