The corona-related minus in trade tax should be offset by the federal and state governments. “However, the tax revenue planned for 2020 is not taken into account, but the average of the last three years, so that no cheating is possible,” explained Hartmann. For Paderborn, he therefore expects financial aid of 17 to 18 million euros.
The city budget should at least be adjusted for all other corona-related additional expenditure. “They are shown separately, which is hardly affordable with the many positions that are affected,” explained Hartmann. The result will then be adjusted on paper by this amount, so that a formally balanced budget would be possible despite Corona. This amount does not actually have to be settled until 2025. “We still lack the money in the till then”, Hartmann made it clear why the cash loans have meanwhile risen to 70 million euros.
