In concrete terms, the decision mainly affects private individuals. If you are going to connect a new device to your Windows-pc no automatic driver will be installed for that device. Users must go to the menu in Windows Update and indicate the necessary drivers to download.

The new Update Policy will take effect this week for Windows 10 version 2004 and higher. Microsoft has taken this decision to own say taken to give its users more control over the system. But with that a lot of external devices on your PC lose them plug & play argument because you have to install the driver manually.

In itself it is not a difficult act to update the correct driver. It may be too much for some users. It is also currently unknown how many devices work with optional drivers.
