From 9 on 3 November you can ask the mobility bonus, the 60 percent refund on the purchase of a bicycle or electric vehicle introduced in May with the “relaunch decree“. It will be a “click day”, ie the bonuses will be given on the basis of the order of submission of refund requests or coupons still to be spent. At first the ministry had said that they would be paid until the funds allocated were used up, but recently insured to have an agreement with the Ministry of Economy to insert new funds in the budget law in order to guarantee coverage of all the reimbursements that will be requested.
How to apply for the mobility bonus
The request for the bonus can be made through a portal prepared by the Ministry of the Environment (active only from Tuesday at 9 am), both from those who want to get a refund for a purchase already made and from those who want to get the voucher to spend in the future.
In both cases, it will be necessary to authenticate on the site with the SPID – the Public Digital Identity System (if you don’t have it, read here). Those who have already made a purchase must also upload the invoice to the site and indicate the IBAN code on which they intend to receive the refund; those who have yet to make the purchase will have to indicate the product they intend to buy and in exchange will obtain a voucher to be presented in the stores that will join the initiative.
What is the mobility bonus
The mobility bonus is a contribution of 60 percent – and up to a maximum of 500 euros – of the purchase price of bicycles, including pedal assisted bicycles, or electric vehicles such as scooters, hoverboards and segways. The bonus will be valid for purchases made from May 4th to December 31st 2020, but in two different ways. The “phase 1” is the one that concerns the purchases made up to the day before the one in which it will be possible to request a refund (ie until 2 November). The “phase 2” is that for the purchases that will be made later.
Who will be able to receive it?
The ministry has established that the contribution can go to all adults residing in the regional capitals, in the provincial capitals, in the municipalities with more than 50 thousand inhabitants and in the municipalities of metropolitan cities even if below 50 thousand inhabitants.
What and where can you spend?
The bonus can be used to purchase both new and used bicycles (with or without pedal assistance), handbikes and “mainly electric powered personal mobility vehicles”, while it cannot be used for accessories (eg helmets, batteries, chains , padlocks). In the first phase you can buy the vehicles in any shop, while from the second phase only in those that will be part of a list of retailers participating in the initiative that will be published on the ministry website. In both phases it will be possible to make your purchases online.
