Angola suspends perks for politicians on admissions to public service in 2021
According to the OGE proposal, delivered on Friday at the National Assembly, “taking into account the pressing need for budgetary consolidation and stabilization, during the year 2021 the residence maintenance and resettlement allowance and the lifetime monthly subsidy are suspended. to cumulatively remunerated beneficiaries, “unless the beneficiary chooses to receive the monthly lifetime grant only”.
The assignment of state vehicles to support residency to political office holders, magistrates and other beneficiaries is also suspended.
The proposal also provides for reductions in other subsidies: installation allowance of 50% for all beneficiaries; 50% stimulus subsidy, the payment of which must be made in a single installment; reduction to two the number of domestic employees for political office holders, magistrates and other beneficiaries, as well as reduction of the travel ticket classes of political office holders, magistrates, deputies and their spouses, from 1st class to business class and holders of management and leadership positions, from business class to economy class “.
New admissions to the public service in Angola will not be allowed in 2021, according to the preliminary version of the General State Budget for 2021 which also provides for a ban on overtime pay, except in the health sector.
The OGE’s proposal, delivered on Friday to the National Assembly, indicates that in 2021 “new admissions that will result in an increase in the civil service’s salary mass” will not be allowed, and may only occur in duly justified cases and approved by the President of the Republic.
Only admissions of new employees to the Public Administration will be allowed, to fill vacancies resulting from situations of retirement, abandonment, dismissal, transfer, death or other circumstances provided for in a specific diploma.
