The reception is expected to start on November 15
For the first time the new farmers was created intervention for assistance. They are already published the directions to applyand the indicative schedule for accepting proposals is planned for November 15 of this year.
Applicants can receive a grant under the conditions of application from the agricultural advice services in the districts.
The budget for this intervention is 20,000,000 euros. For one candidate, the grant is in the amount of the BGN equivalent of 30,000 euros. This means that 667 new farmers can receive financing.
The aid will be paid out in two stages. The first payment in the amount of the BGN equivalent of 15,000 euros will be made up to two months after the conclusion of the administrative contract, and the second, in the same amount, after an inspection by the Paying Agency (PA) to establish the correct implementation of the business plan.
At the date of application, new farmers must be registered for the first time as farmers in accordance with Ordinance No. 3 of 1999 on the establishment and maintenance of a register of farmers. To have started raising animals in their own/leased livestock facility and/or managing land for the purpose of producing agricultural and animal products.
It is required that the economic size of the holding, measured in standard production volume (SPO), is not less than EUR 4,000 SPO.
Another condition is that they have not concluded a contract for assistance under the interventions “Start-up assistance for the establishment of young farmers in agriculture” and II.D.2 “Supporting the development of small agricultural holdings” from the SPZSR 2023-2027 (for which there is no danger, since this is the first opening of the interventions – no.).
Assistance is provided for a maximum period of 5 years, starting from the date of submission of the application for assistance only if a business plan is submitted.
The implementation of the business plan must begin no later than 9 months from the date of the decision to grant aid, but not earlier than submitting the application for aid.
The business plan must show an implementation period of up to 36 months from the date of conclusion of the administrative contract.
The business plan must show that the applicant will maintain at least the size of the holding for which he is applying, measured in the SPO, for the period from the date of submission of the application for assistance until the expiry of the administrative contract.
The plan must include putting into operation in the farm an investment in DMA such as machines, and/or facilities, and/or equipment, and/or carrying out construction and installation works and/or purchasing agricultural land related to the activity of the agricultural holding , as well as costs for the creation of perennials, with a total value of not less than 50% (€7,500.00) of the amount of the first payment received.
When evaluating project proposals, 10 points (this is the maximum number) are given for:
- Projects with activities aimed at the “Fruits and vegetables” sector and/or the “Livestock” sector and/or the “Essential oil and medicinal crops” sector
- Project proposals of new farmers, which are implemented in a rural area
8 points are given when:
- In the business plan, the applicant has invested in innovative technologies for the farm, such as – innovative production technologies, digital technologies for production and organization in agriculture, RES and automation of work processes in agricultural production, including irrigation systems, as well as conservation activities of the components of the environment, dealing with climate change, including improving the biosecurity of livestock facilities.
