Normative, budgetary and strategic demands, collected in 12 points, were included in the agreement and signed by the branch officials and the Minister of Agriculture

The Minister of Agriculture and Food Kiril Vatev and five branch organizations signed an agreement for the support and development of the Agriculture sector today at the Ministry of Agriculture.

The agreement was signed by Minister Vatev, Association “United Agricultural Producers”, “National Association of Potato Growers”, “National Association of Producers and Processors of Nuts”, “Union of Mushroom Growers in Bulgaria” and “Union of Breeding Local Breeds of Sheep and Goats in Republic of Bulgaria”.

The document takes into account the deposited declaration of the branch organizations and the demands contained in it, systematized in twelve points, as well as that the dialogue at all levels is a prerequisite for achieving fair and sustainable results.

The agreement provides for de minimis aid to be granted in 2024 in the sectors of nuts, cultivated mushrooms and table potatoes. A working group will be established to prepare proposals in the development of agricultural policies regarding regionalization in the country according to the climate-soil map. It is also planned to create a working group for analysis and recommendations under the Strategic Plan, including representatives of the parties to the agreement and other organizations of agricultural producers, as well as to take the necessary actions by the Ministry of Agriculture to change DEU 6 in order to remove the processing requirements on terrains with a slope of more than 10% in mountainous and semi-mountainous areas.

The parties agreed that before starting the budgetary procedure for Budget 2025, a thorough analysis of the necessary funds to meet the needs of farmers by sector would be carried out, which would be the subject of a wide public discussion, and then the funds would be committed in the budget of the Ministry of Health and Social Welfare for 2025.

The MoH will send an inquiry to other member states about their legislative practices and, after summarizing information, an interdepartmental group will be created, with the participation of branch organizations and other interested parties, in which to discuss and prepare proposals for amendments and additions to Ordinance No. 12 from August 23, 2023 on the terms and conditions for the use of plant protection products.

The agreement also stipulates that the MOH will take the necessary actions for the preparation of a bill to amend and supplement the Law on the Ownership and Use of Agricultural Lands. The parties to this agreement should submit their proposals for amendments to the law to the Ministry of Agriculture, which will be submitted for consideration by the Advisory Council on Land Relations and Comassage, and the Ministry of Agriculture should draft a bill to amend and supplement the Law on Assistance to Farmers. The document reports that the issue with the request of the branch organizations in connection with the monigoring and control system has been resolved by the DF “Agriculture”.

A search for a solution to optimize the inspections of agricultural techniques is also planned, after which an Ordinance amending and supplementing Ordinance 5 of February 3, 2016 will be prepared.

Also, the Ministry of Agriculture will draft a bill to amend the Law on Assistance to Farmers to regulate the structure and functions of the Mutual Fund for the Implementation of Risk Management Tools in Agriculture and will establish an Advisory Council to develop policies for the development of mountainous and semi-mountainous areas agriculture in the Republic of Bulgaria.

“The Ministry of Agriculture’s team is in constant dialogue with the organizations of agricultural producers and the issues arising from the challenges facing the sector are resolved within the framework of the established Consultative Councils,” concluded Minister Vatev.
