Mr. A, who lives with two children in the metropolitan area, filed a marriage registration with Mr. B, who has three children, early last year. The number of children of Mr. A and Mr. B was all five, so the subscription price increased significantly, and thanks to that, he won the subscription for an apartment in the metropolitan area. Shortly after winning, they divorced. It was less than two months after the marriage was declared. It was a fake marriage for subscription.
The Ministry of Land, Infrastructure and Transport announced on the 4th that as a result of conducting an on-site inspection of 21 pre-sale housing complexes in the first half of last year (January to June), it found 197 suspected cases of fraudulent subscription and 3 suspected cases of illegal supply from business entities and requested an investigation. .
As a result of the survey, a total of eight people, including Mr. A and Mr. B’s family, moved into a small 49m² house under the name of Mr. A at the time of subscription. Even the cohabitation of Mr. A in his 40s had been reported moving into this house together.
There were cases of buying and selling subscription bankbooks as well as disguised transfers. Mr. C, who lives with her husband and five children in the province, moved to the address of Mr. D, who lives in the metropolitan area last year, and won an application for an apartment in the metropolitan area. The winner was Mr. C, but the actual contract was conducted by Mr. D, who received a power of attorney from Mr. C. The Ministry of Land, Infrastructure and Transport believes that Mr. D purchased the subscription passbook of Mr. C with high additional points and then transferred Mr. C under the guise of an illegal subscription. Sales agencies sometimes directly participate in the manipulation. E, the single single household owner, won the subscription this year by falsely listing six dependents in an apartment subscription in a metropolitan area. Originally, it should have been eliminated as an ineligible winner in the verification process. However, the pre-sale agency falsely recorded Mr. E on the list of the winners of the lottery system, so that Mr. E maintained the winning qualification. The Ministry of Land, Infrastructure and Transport estimates that there are 10 more people who have made illegal subscriptions like Mr. E. As for the illegal subscription type, gastrointestinal transfer was the most common with 134 cases. It was followed by 35 cases of subscription passbook sales, 21 cases of transfer of subscription qualifications, and 7 cases of camouflage and disguised marriages.
The reason why fraudulent subscriptions are the rage is that expectations for market share gains have risen after winning the apartment to the extent that it is called’lotto subscription’. Participating in an illegal subscription is subject to imprisonment for up to three years or a fine of up to 30 million won.
