On November 1, the Verkhovna Rada’s Law Enforcement Committee recommended the parliament to adopt the draft law as a basis №6084 to establish liability for forgery about carrying out preventive vaccinations. Parliament passed it in first reading November 2. In particular, it is proposed to introduce a fine for counterfeiting COVID certificates from 17 thousand to 34 thousand UAH or restriction of freedom up to two years for those who knowingly use forged documents.
According to the Ministry of Internal Affairs, in Ukraine this year opened more than 1200 production facilities for counterfeiting COVID documents.
The head of the cyber security department of the SBU Ilya Vitiuk said on November 4 that the trade in COVID certificates in Ukraine has become a large-scale phenomenon.
The police reported on November 8 that in more than 80 industries on the facts of forgery, sale and use of COVID documents, doctors appear.
According to the Minister of Health of Ukraine Viktor Lyashko, the Ministry of Health wants give an opportunity to be vaccinated from COVID-19 to those who previously bought fake vaccination documents. To the owner of a fake COVID certificate have to tell the family doctor where he got it.
On November 17, the State Border Guard Service of Ukraine reported that since August this year, border guards have identified 1737 invalid and 594 fake COVID certificates.
On the same day, the profile committee of the Verkhovna Rada of Ukraine supported the amnesty for Ukrainianswho bought a fake COVID certificate and reported it to law enforcement.
