3 laws for conciliation in building violations and legalization conditions are currently presented to the House of Representatives for discussion, allowing conciliation in a number of cases that are prohibited from conciliation according to the old law n. 17 of 2019 and its amendments by Law no. 1 of 2020 and related implementing rules.
Government Act for Reconciliation in Building Violations
The first law pending before the Parliament is submitted by the Council of Ministers, and according to the text of the law, conditions can be legalized and settlements can be made for building violations, which occurred before the entry into force of the provisions of this law, in some cases , including works that do not violate the structural integrity of the building, according to the controls provided by the executive regulation. Under this law, and therefore, works that violate the structural integrity will not be accepted for conciliation.
The Building Violations Reconciliation Act introduced by Representative Amr Darwish
Representative Amr Darwish, Secretary of the Local Government Committee in the House of Representatives, presented a draft law regarding the legalization and conciliation of certain building violations for the year 2022. The Speaker of the Parliament referred it to a joint committee of several specialized committees for discussion .
The draft law envisaged the possibility of reconciling works that do not violate the structural integrity of the building, according to the controls envisaged by the implementing rules of this law, and therefore works that violate the structural integrity will not be eligible for reconciliation.
The Conciliation in Building Violations Act presented by Representative Ehab Mansour
Engineer Ihab Mansour, head of the parliamentary body of the Egyptian Social Democratic Party and deputy of the Labor Committee in the House of Representatives, presented a bill on the “conciliation and legalization of certain building violations”, signed by over 60 deputies.
Councilor Hanafi Jabali, Speaker of the House of Representatives, referred the bill to specialized committees for study (housing – local government – planning and budget – constitutional and legislative affairs).
The bill provided for the prohibition of conciliation on works that violate the structural integrity of the building, as is the case for the two previous bills.
