The Data Check Team urged the three institutions to apologize to the public for negligence in protecting user data (PDP) in the alleged data of 279 million Indonesians. The three institutions, namely: BPJS Health, Ministry of Communication and Information (Kominfo), as well as the National Cyber and Password Agency (BSSN).
The representative of the Check Data team, Arie Sembiring, explained that the pressure was contained in the petitum point in the lawsuit against the Law (PMH) by the authorities, which is a formal requirement for administrative efforts to the three institutions.
“Apologize [BPJS, Kominfo dan BSSN] to the entire community on the principle of government failure which resulted in data leakage,” said Arie via a virtual event, Thursday (17/6).
According to the Data Check team, the three institutions must apologize and admit their failure to protect people’s data in Indonesia, especially BPJS Health service users.
Furthermore, the team representing BPJS users assessed that Kominfo often uses euphemistic diction or confuses the public in providing information.
“We did research on media releases issued by Kominfo, BPJS and BSSN. We found the information model a bit confusing,” said Arie.
He gave an example of the diction chosen by Kominfo in the press release of the Ministry of Communication and Information Number 189 of 2021. It was stated in the Kominfo release that the missing data was massive.
The next day, said Arie, Kominfo did not use the word massive but instead used numbers. Then the diction changed until finally it did not use terms and did not mention numbers.
“but [menggunakan diksi] what leaked is ‘we’ll investigate later’. That’s where the euphemism of bureaucracy occurs,” he said
He then explained that BPJS Health was in line with Kominfo. He assessed that BPJS Kesehatan was reluctant to mention the quantity of Indonesian population data that was leaked at that time. In addition, Arie also highlighted the Secretary of BSSN who expressed the opinion that BSSN has no target to resolve the data leak case.
He then considered the BSSN Secretary’s statement confusing for the owner of the leaked data, or also the owner of the BPJS Health data in general.
Previously, in mid-May 2021, BPJS Health user data was allegedly leaked and sold on the online black market. The data sold was 229 million user data.
The account also provides 1 million free sample data to test out of 279 million available data. In fact, the account says there are 20 million personal photo data in the data it has.
The BPJS Employment party ensures that the issue of population data leakage that has been rife lately is not related to the BPJS Employment participant data.
