3 Days Later, Prohibited Use of Plastic Bags at DKI Page all

JAKARTA, KOMPAS.com – DKI Jakarta Provincial Government has officially banned the use of disposable plastics in the coming days. This is done as an effort to reduce environmental pollution.

The ban on disposable plastic in Jakarta is contained in the Governor’s Regulation (Pergub) Number 142 of 2019 concerning Obligations to Use Environmentally Friendly Shopping Bags at Shopping Centers, Supermarkets, and People’s Markets. Previously, the regulation was promulgated on 31 December 2019.

The regulation requires the management of shopping centers, convenience stores, and people’s markets to use environmentally friendly shopping bags. The DKI Jakarta Provincial Government has banned the use of disposable plastic shopping bags in these places.

In this regulation, management of shopping centers and public markets must require all business operators in the places they manage to use environmentally friendly shopping bags and prohibit disposable plastic shopping bags.

If the rules are not obeyed, the manager will be subject to sanctions in the form of written warning, fines or forced money

The manager is obliged to notify the regulation to all business operators in the shopping centers or people’s markets they manage.

Then, businesses in shopping centers, convenience stores, and public markets are prohibited from providing disposable plastic shopping bags. Business operators must provide environmentally friendly shopping bags free of charge.

The DKI Jakarta Provincial Government will provide incentives for managers to implement the regulation. While managers who violate will be given sanctions. Jakarta Capital City Public Relations Public Relations Officer Yogi Ikhwan said that Pergub Number 142 Year 2019 will be implemented in July 2020.

The DKI Jakarta Provincial Government will first socialize the regulation from January to June 2020.

“(Effective) July 1, 2020. The first six months of socialization since promulgation,” said Yogi.

Meanwhile, the Indonesian Consumers Foundation (YLKI) hopes that the ban on the use of disposable plastic bags in Jakarta is not only limited to socialization.

YLKI encourages the DKI Jakarta Provincial Government to immediately find a solution when the ban on the use of disposable plastic bags is implemented in July 2020.

“Yes, actually, it is not enough just to socialize, but what is the solution. If socialization, it should be when it is banned, it means staying in compliance in the field,” said YLKI Chairman Tulus Abadi some time ago.

Tulus assesses the public needs to be educated in the use of grocery containers. This is because not all residents bring their own shopping bags when going shopping.

“When it has been forbidden that solutions outside of plastic should be done? Are consumers required to bring their own bags or are other bags made or provided by traders,” he explained.

He then compared the conditions of Indonesia with those in Milan, Italy. When Tulus visited the traditional market in Milan, he said that the plastic bags used were already environmentally friendly.

On the other hand, the use of plastic bag ban must be guarded. With a clear plastic bag model the raw material or labeled SNI is expected to increase public awareness.

“But those solutions that I think must be guarded. If the government is consistent in applying SNI plastic, that is actually enough,” he said.

Tulus said, plastic shopping bags with automatic SNI labeling of environmentally friendly raw materials.
