Curfew hours are among the topics that are investigated. Due to the YKS exam, curfews will be imposed on certain time zones at the weekend. The Ministry of Interior shared details about the curfew restriction in the circular titled “Curfew Restriction to be Implemented in 81 Cities within the Scope of YKS Measures”. The hours that the ban will be applied have been determined. So when the curfew on the weekend of June 27-28, what time does it start? Here are the details …

WHEN IS THE PROHIBITION TO STAY ON THE STREET?

On 27 June, curfews will be applied between 09:30 and 15:00, with exceptions.

On 28 June, curfews will be imposed between 09.30 and 18.30, with exceptions.

WHICH CITIES DO THE PROHIBITION TO RISE ON THE STREET APPLY?

Curfews will be implemented within 81 provincial borders, with the exception of exceptions.

MINISTRY OF INTERIOR PUBLISHED TO GENERAL

1-The first session will start at 10.15 on Saturday, June 27, 2020 and will be completed at 13.00, the second session will start at 10.15 on Sunday, June 28, 2020, and will be completed at 13.15, and the third session will start at 15.45 on Sunday, 28 June 2020 and at 17.45. In order to reduce the intensity and risk of contamination that may occur before and after the Higher Education Institutions Exam (YKS) to be completed, to ensure that the exam is carried out smoothly;

With the exception of the following exceptions, on Saturday, June 27, 2020, between 09.30 and 15.00, and on Sunday, June 28, 2020, between 09:30 and 18.30, our citizens within the borders of 81 cities will be restricted.

2- If the candidates who will take YKS exams to the exam building are provided by public transportation, a relative will not be subject to curfew, along with the driver of the vehicle, if they come with private vehicles.

3- All provincial / district population directorates for the candidates who will take the YKS exams to receive their TC Identity Card applications;
– until 20.00 on Thursday, June 25, 2020 and Friday, June 26, 2020, which corresponds to the YKS exam,
– Saturday, June 27, 2020, between 07.00-13.00, where the YKS exam will be held,
– Between 07.00-16.00 on Sunday, 28 June 2020, where YKS exam will be held,

4- The necessary measures will be taken by the Municipalities in order to avoid any disruption in the public transportation such as the candidates who will take the exam and their relatives and examiners (bus, minibus, minibus, taxi, etc.) on the days of the YKS exams and the number of trips will be increased according to the need.
5- Those who have purchased tickets from intercity public transportation vehicles (planes, buses, trains, ferries, ferries, etc.) will not be subject to curfew.
6- Will Be Open Office, Business And Institutions
a) On the days and hours that curfew will be applied; bakery and / or bakery-licensed workplaces where bread production is made and only those dealers selling bread, markets, grocery stores, greengrocers, butchers, dried fruits and workplaces where desserts are produced / sold (our citizens are limited to not meeting their mandatory requirements and not using a vehicle. (Except for our disabled citizens), the closest bakery, bakery-licensed workplaces, grocery store, grocery store, greengrocer, butcher, nuts and pastries will be able to come and go.),
b) Workplaces that carry out activities related to the production, transportation and sales of medicines, medical devices, medical masks and disinfectants,
c) Public and private health institutions and organizations, pharmacies, veterinary clinics and animal hospitals,
ç) Public institutions and organizations and enterprises (Airports, ports, border gates, customs, highways, nursing homes, elderly nursing homes, rehabilitation centers, Population Directorates, Emergency Call Centers, AFAD Units, Vefa Social Support Units, necessary for the maintenance of compulsory public services, Migration Management, PTT etc.),
d) Fuel stations,
e) Number of tire repairers to be determined by governorships / district governorships for residential centers, one for every 50,000 inhabitants and one for every 50 km on the intercity highway and highway, if any,
f) Large facilities and enterprises (such as refinery and petrochemical plants and thermal and natural gas conversion plants) that operate strategically in the natural gas, electricity and petroleum sectors,
g) Companies distributing drinking water filling facilities and drinking water, newspapers and kitchen tubes,
ğ) Animal shelters, animal farms and animal care centers,
h) Emergency construction, equipment etc. to increase the capacity of health services. businesses / companies carrying out the activities,
ı) Provided that its location is permitted by the Provincial / District Hygiene Board, the facilities where the production of basic foodstuffs such as pasta, flour and bakery products, milk, meat, fish are produced, and the need for the production of hygiene materials, especially paper, cologne. facilities where the raw materials to be heard are produced,
i) Domestic and foreign transportation companies (including export / import / transit) and logistics,
j) Hotels and accommodation,
k) Production facilities that provide packaging to sectors such as food, cleaning and medicine,
l) Major constructions and mines, whose construction or operation continues, by accommodating employees at the construction site located in the construction / mining area (If construction and accommodation are within the same construction site, employees are not allowed to come from another place and those who stay at the site are not allowed to go to another place. area is limited only to the construction site / mining sites.),
m) Newspaper, radio and television organizations and newspaper printing presses,
n) Subject to export, which was previously contracted / committed and must be grown within the specified period; workplaces and facilities producing goods, materials, products, equipment (provided that they prove their current obligations and comply with the mentioned conditions),
o) Agricultural Credit Cooperatives that sell fuel for agricultural purposes,
ö) To be determined by drawing lots according to the need to be determined by the Governorships / District Governorates; pesticides, seeds, seedlings, fertilizers, etc. enterprises selling products related to agricultural production,

7- Persons Under Exception

a) Managers, officers or employees in the “Workplaces, Businesses and Institutions to be Open” listed in the circular,
b) Those who are in charge of ensuring public order and security (including private security officers),
c) Emergency Call Centers, Vefa Social Support Units, Red Crescent and AFAD,
ç) Those who work in funeral burials (religious officials, hospital and municipal officials, etc.) and those who will attend the funerals of their first-degree relatives,
d) Electricity, water, natural gas, telecommunications etc. Those who are in charge of maintaining the transmission and infrastructure systems that should not be interrupted and eliminating their malfunctions,
e) Those who are involved in the transportation or logistics of products and / or materials (including cargo), within the scope of domestic and international transportation, storage and related activities,
f) Elderly nursing home, nursing home, rehabilitation centers, child homes etc. employees of social protection / care centers,
g) Those with “Special Needs” such as autism, severe mental retardation and down syndrome and their parents / guardians or accompanying persons,
ğ) Iron-steel, glass, ferrochrome, etc. Those who work in the departments of workplaces operating in sectors that require compulsory operation such as high grade mine / ore melting furnaces and cold storage,
h) Employees of data processing centers of institutions, organizations and enterprises, which have a widespread service network, especially banks, (with a minimum number),
i) Those working in the production, irrigation, processing, spraying, harvesting, marketing and transportation of herbal (rose, tea, fruit, cereals, cut flowers, etc.) and animal (milk, meat, eggs, fish, etc.) products,
i) Those who graze sheep and goats, carry out beekeeping activities,
j) Members of the Animal Feeding Group created under the circular sent on April 30 and those who will feed the street animals,
k) Those who go out to meet the compulsory need of their pets, provided that they are limited to the front of their residence,
l) Those who have mandatory health appointments (including blood and plasma donations to Kızılay),
m) Dormitory, hostel, construction site etc. those who are in charge of meeting the basic needs that those who stay in public places will need,
n) Employees (workplace doctor, etc.) who are at risk of leaving their workplaces due to occupational health and safety,
o) Veterinarians,
ö) Provided that they document that they are outside to provide service, technical service employees,
p) Those who constantly wait for their workplaces during the hours / days when their workplaces are closed,
r) Personnel who will work on weekend to carry out public transportation, cleaning, solid waste, water and sewerage, disinfection, fire and cemetery services of the municipalities,
s) Those working in the manufacturing and logistics of explosives used in mining, construction and other large investment projects,
ş) Within the framework of the court decision, they will establish personal relations with their children (provided that they submit the court decision),
t) Freelance accountant financial advisors, sworn financial advisors and employees working with these professions,

Local and Foreign Tourists Will Be Exempt from Curfew

In addition, with the additional exemption letter sent to the governorships of our Ministry, the domestic and foreign tourists who have already stayed or have made accommodation and tour reservations in order to prevent the previous bookings and tour sales to be made thereafter;

a) Transportation to the accommodation facility they have booked (both the transfers between the arrival points of the public transportation vehicles such as the airport, bus station, railway station and the port, and the intercity travels to be made by private vehicles),
b) Use of beaches (including public beaches if there is no beach belonging to the facility where they are staying),
c) Visits to museums and historical sites, historical / cultural / religious monuments / places of worship / mausoleums will be exempted from restricting employees in businesses or places that will provide these services.

– Stationeries around the schools / exam centers where YKS will be built and their employees will be exempted from the curfew.

It will be ensured by the governors / district governors regarding the said measures that the necessary decisions are taken as per the relevant legislation, urgently, there is no problem in practice and that there is no cause for victimization.

Citizens who do not comply with the decisions taken will be subject to administrative fines pursuant to Article 282 of the General Sanitary Law. Necessary judicial proceedings will be initiated within the scope of Article 195 of the Turkish Criminal Code regarding the conduct of criminal acts in accordance with the relevant articles of the Law according to the condition of the violation.
