2023 New Land-Sea Corridor Economic Development Forum Promotes High-Quality Development

China Daily, November 1 (Reporter Liu Zhihua) On Wednesday, the 2023 New Land-Sea Corridor Economic Development Forum was successfully held in Chongqing. The forum was co-sponsored by the Institute of International Trade and Economic Cooperation of the Ministry of Commerce and the Port and Logistics Office of the Chongqing Municipal Government. With the theme of “New Era, New Corridor, New Vision”, it focused on the high-quality development of the New Land-Sea Corridor and promoted the construction of a new development pattern.

Commissioned by the Port and Logistics Office of the Chongqing Municipal Government, the Research Institute of the Ministry of Commerce prepared and released the “New International Land-Sea Trade Corridor Development Report 2023”.

The report points out that the New Land-Sea Corridor has been included in the report of the 20th National Congress of the Communist Party of China, the white paper “Building the Belt and Road Initiative: Major Practices in Building a Community with a Shared Future for Mankind”, and was included in the eight actions of the third “Belt and Road” International Cooperation Summit Forum. It highlights the importance and key role of the New Land-Sea Corridor in building a new development pattern, integrating into high-quality joint construction of the “Belt and Road”, and promoting the realization of Chinese-style modernization. After more than six years of construction and development, the network structure and functions of the New Land-Sea Corridor facilities have been increasingly improved, the level of transportation and logistics services and operational efficiency have continued to improve, and the linkage of economic and trade industries along the route has continued to increase.

The report emphasizes that the New Land-Sea Corridor is an important source of power for smooth domestic and international dual circulation. The New Land-Sea Corridor has changed the situation of the western region facing ASEAN but “Western goods exporting eastward”. It has promoted the inland regions from “defender” to “forward”, enhanced the status of the western region in the country’s opening to the outside world, and solved the problem of inter-regional problems to a certain extent. The problem of uneven development. In the past six years, the total GDP of the co-established provinces, autonomous regions and municipalities has increased by 34%, the total retail sales of consumer goods has increased by 22%, and the western region’s total foreign trade has increased from 7.6% to 9.2% of the country’s total foreign trade.

The report shows that the New Land-Sea Trade Corridor has accelerated economic and trade cooperation with ASEAN. The New Land-Sea Trade Corridor has shortened the geographical distance and trade links between the central and western regions and ASEAN, knitted together the international production network with ASEAN, and achieved the coordinated development of “channel + economy and trade + industry”. As of September 2023, the New Land-Sea Corridor logistics network covers 138 stations in 69 cities in 18 provinces, autonomous regions and municipalities in my country, and reaches 473 ports in 120 countries and regions around the world. The construction of the New Land-Sea Corridor has helped the trade volume between the jointly-constructed provinces, autonomous regions and municipalities and ASEAN to rise from US$75.6 billion in 2017 to US$131 billion in 2022, with an average annual growth rate of 11.6%. Vietnam, Malaysia and Thailand are among the export destinations of the jointly-constructed provinces, autonomous regions and municipalities. Vietnam, Malaysia and Indonesia are the top three import source countries for co-constructed provinces, autonomous regions and municipalities. The flow of factors and the industrial agglomeration effect of the New Land-Sea Corridor continue to be released, promoting the steady growth of two-way investment between jointly constructed provinces, autonomous regions and municipalities and ASEAN.

The report believes that in the new development stage, to continue to promote the high-quality joint construction of the New Land-Sea Corridor, we should completely, accurately and comprehensively implement the new development concept and improve the policy support system. Focusing on the construction of large channels, large hubs, large ports, large logistics, and large platforms, we will further optimize the construction of transportation infrastructure such as railways, highways, and ports, and digital information platforms. Smooth cooperation mechanisms, stimulate corporate vitality, and improve the New Land-Sea Corridor transportation coordination, cargo source organization, and factor allocation capabilities and efficiency. Strengthen digital empowerment, adhere to green development, cultivate industrial clusters, deepen international cooperation, optimize the development model of “channel economy + port economy + hub economy”, and achieve upgraded development.
