2023 Nahdlatul Ulama Rejects Five-Day School Policy

The National Conference (Munas) of Alim Ulama and the 2023 Nahdlatul Ulama Grand Conference (Konbes) produced a decision regarding the five-day school policy. The 2023 NU National Conference-Conbes Forum rejects the five-day school policy.

The school policy is 5 days or full day school increasing school hours until the afternoon, as a translation of the five working day rule.

“Our recommendation to the National Conference is not to carry out full day school which is translated from these five working days,” said Bahtsul Masail Qonuniyyah Commission Coordinator KH Abdul Ghaffar Razin at the National Conference and Konbes press conference, quoted from the NU Online website, Wednesday (20/9/2023 ).

Meanwhile, the man who is familiarly called Gus Rozin, said that the policy of implementing five school days which has been in effect in several regions relies on Presidential Regulations concerning Working Days and Working Hours of Government Agencies and State Civil Service Employees, aka Presidential Decree Number 21 of 2023.

Working days, in Article 3 paragraph two (2), are stated to only occur on Monday, Tuesday, Wednesday, Thursday and Friday. This Presidential Regulation is intended to increase the work productivity of State Civil Service Employees.

However, NU believes that this Presidential Decree is starting to be interpreted wildly, namely that school must also be held within five days but with a longer duration or also known as full day school.

“In some places there have been five school days which are interpreted as five working days. A presidential regulation in 2023 explains that we have five working days. Starting from Monday to Friday, but in some places it is also translated as five school days and all days, ” he said.

Apart from that, Gus Rozin said, the Bahtsul Masail Qonuniyyah Commission explained the reasons for rejecting the five-day school policy from sociological and juridical aspects.

For example, from a sociological perspective, Gus Rozin assesses that the five-day, full-day school policy has the potential to disrupt the teaching of character education and religious education which is usually obtained from madrasah diniyah in the afternoon after public schools.

“Discussing from the aspect of benefits and madharat, considering that in Nahdlatul Ulama we have two foundations, the sociological basis is that Nahdlatul Ulama has many madrasah diniyah and TPQ, then if full day school, five school days and throughout the day is implemented, then character education and religious education “The basis for moderate tawasuth i’tidal will not be optimal or threatened,” he said.

Apart from that, Gus Rozin also explained the juridical basis regarding the rejection of the five-day school policy because of Presidential Decree Number 87 of 2017 concerning Strengthening Character Education which revoked Minister of Education and Culture Regulation Number 23 of 2017 concerning Five Working Days. The revocation of the Minister of Education and Culture Regulation is because the Presidential Regulation is of a higher position and the regulations are also up to date.

“PBNU once rejected the Minister of Education and Culture’s Regulation on school days which was later revised into Presidential Decree Number 87 of 2017 as well,” he said.

Kediri Implements 5 School Days a Week

Previously, the Kediri City Government began implementing a policy of 5 school days a week for all levels of education. This policy was welcomed positively by parents, guardians and teachers.

Even though there are fewer study days at school in a week, the implementation of 5 school days a week has the consequence that students’ home time is pushed back 1 hour to 15.00 WIB.

Tanti, one of the student parents at SD Negeri Kampung Dalem 6, Kediri City, said that even though the study hours have increased, her children still have a break before reciting the Koran.

“It can still be arranged. There are no clashes with the Koran, because the Koran prayer schedule is later in the afternoon. So it’s just right, there’s still time to rest,” said Tanti as reported by detikJatim, Tuesday (19/09/2023).
