The economic incentives approved by the Government also include those included under the so-called Bonus TV. This is a measure thought after the mandatory transition to the new Digital Terrestrial and aimed at citizens who will have to change their television or buy a decoder last generation.
However, the “switch” turned out to be not without problems and hitches, since many users around Italy have complained reception and tuning problems. This is the main reason that prompted the Ministry of Economic Development to introduce the establishment of a new one satellite tv bonus, linked to the scrapping of obsolete appliances. However, this is not the only contribution foreseen by the Executive (of how to take advantage of the discounts we had talked about here).
Who will have to change TV? Here’s how to figure it out
As a first step it is necessary check the technology of your TV, to understand if it is necessary to change or update it or if it is okay. In other words, you have to check if your device is compatible with the new one DVB-T2the new version of the Digital Terrestrial 2 which updates the technological standards for watching national channels and which will improve the quality of the signal to make room for broadcasts in high definition. There will also be an increase in services and the number of TVs connected to the internet.
Carrying out this check is simple and the Ministry itself explains how.
- The first way is to check in the manual or on the data sheet on your TV if the DVB-T2 indication is present.
- If you cannot find the manual or if the new DTB is indicated, you can go to the second method. Just turn on the TV as you normally do (always in Digital Terrestrial mode, therefore also starting the decoder if you do not have a Smart TV), and tune in to channel 100 (Rai Test Channel) or on channel 200 (Mediaset Test Channel). If a screen with the inscription appears “Test HEVC Main10” it means that the TV is compatible with the new transmission standard and that the television signal will continue to be received even after the technological transition is completed. If, on the other hand, lo black screenyou have to try to do the retuning of the channels. If even after this attempt the screen remains black on channels 100 and 200, then the device is not enabled.
What are the TV Bonuses, who is eligible and how to get them?
Let us now consider the cases in which televisions are not enabled to the new technological standards. The user will have to equip himself with a new generation device or decoder and, in doing this, he can request financial aid from the State. But how many and what are the TV Bonuses provided by the Government? As specified on the sites of Revenue Agency e MISEthe incentives are basically three: TV-decoder bonus (required by the 2018 Budget Law), TV scrapping bonus (required by the 2021 Budget Law) and “at home” decoder bonus (required by the 2022 Budget Law). The first two are cumulative Between them.
The Bonus tv-decoderwhich started in December 2019, can be requested until 31 December 2022 o until the resources allocated (equal to 250 million euros) to contribute to the purchase of television sets compatible with the DVB-T2 transmission standard are exhausted. The incentive provides a benefit on the selling price, including VAT, with value up to 30 euros to be presented to the seller.
How to get it? To obtain the benefit, you must declare that you are resident in Italy and that you belong to a family unit with ISEE not exceeding 20 thousand euros (resulting from a single self-declaration DSU valid). Any family can request only one bonus and for one device only. The bonus is also recognized to citizens who as of 31 December 2020 are aged 75 years or over, resident in Italy and exempt from the payment of the TV fee pursuant to Article 1, paragraph 132, of Law no. 244 of 2007 (the new free decoder for retirees arrives: here’s how to get it).
The TV scrapping bonus is valid from 23 August 2021 and will be available until 31 December 2022 or until the allocated resources are exhausted. The purchase of a new television set can only be made after the scrapping of an obsolete device, that is purchased before December 22, 2018. This contribution is also payable once for each family and is recognized in the form of a discount applied by the seller of the television set on the sale price, for an amount equal to 20% of the price, for a maximum amount of 100 euros.
How to get it? Unlike the first bonus, the scrapping incentive is aimed at all citizens residing in Italy without ISEE limits. We will only have to respect three requirements:
- be resident in Italy;
- properly scrapping a TV purchased before December 22, 2018;
- be up to date with the payment of the subscription fee for the broadcasting service, by means of an electricity bill or by means of the F24 form.
Also in this case, the contribution is also recognized to citizens who as of 31 December 2020 are aged 75 or over, resident in Italy and exempt from the payment of the TV fee pursuant to Article 1, paragraph 132, of Law no. . 244 of 2007.
The Bonus decoder “at home”finally, it concerns a specific category of users and makes it possible to receive the new decoder directly at home thanks to an agreement between the Ministry of Economic Development and the Italian Post Office. It is in fact provided for the citizens of age 70 or older and with a pension not exceeding 20 thousand euros per year. Citizens who have already benefited from the TV-decoder Bonus cannot benefit from the free delivery of the decoder. The facility is instead combinable with the TV scrapping bonusboth in the case that the latter has already been disbursed and in the case of a request subsequent to the request for the delivery of the decoder.
Forms to get bonuses
To request the Bonus tv-decoder you need to download and compile the self-declaration form available on the MISE website a this link in PDF format. Then just present the document to the retailer.
To get the TV scrapping bonus you need to download and compile il self-certification form from the MISE website a this link in PDF format. The document will then be delivered either to the retailer, who will also take care of the correct disposal of the obsolete appliance, or to the ecological island chosen for scrapping. In the latter case, the WEEE collection center will validate the form to certify the delivery of the television. The signed certification will then be delivered to the retailer before purchasing the new device.
