20 minutes – The City doubles a private on the sale of a building

The City of Lausanne has just bought a building of ten apartments, two steps from the CHUV. A good opportunity, says trustee Grgoire Junod in the columns of 24 hours, on Monday. But the modalities of this acquisition are out of the ordinary and make some teeth cringe. Indeed, it is thanks to the new right of first resort, provided for by the Vaud law on the preservation and promotion of the rental stock and entered into force on January 1, 2020, that the municipality was able to get its hands on this building.

The deal ended at the expense of a private, which smelled the blow first and negotiated a price of 6.3 million francs. Everything was ready at the notary’s, but the City burned politeness to him legally, thanks to the law approved in 2017 by 55.5% of Vaudois. It is the first time that the Municipality has made use of its right of first resort. There, the City can double a buyer, on condition of creating public utility housing there. Director of the Vaud Chamber of Real Estate and PLR national advisor, Olivier Feller would not like to see the City hand over the building to a cooperative: The right of first refusal was introduced to increase the number of dwellings in the public interest, not to allow the Communes to make real estate promotion. This is what we will have to be attentive to.
