You will thus be able to grow professionally within a competent, committed and involved management composed of 2 departments:

  • The service Land actionmade up of 4 territorialised acquisition units (Lille-Seclin, Tourcoing-Armentières, Marcq-La Bassée, Roubaix-Villeneuve d’Ascq), a unit Land valuation non-territorialized, and a team Management of declarations of intent to alienate (THEY).

The ambition of this service is to conduct day-to-day land acquisition and development operations and to centralize the DIA.

To help achieve these ambitious goals, we are looking for 2 land affairs officers who will have the mission ofensure the operational implementation of the establishment’s land strategy.

Your missions will relate to the territory of Roubaix-Villeneuve d’Ascq or that of Lille-Seclin and you will be able to work in a team composed respectively of 8 employees: 3 land affairs managers, 4 land operators and 1 unit manager.

Missions

As a land manager, you will:

Conduct land operations, and especially :

  • bring your expertise technique to better inform metropolitan decisions and draft decision support notes for elected officials,
  • Ensure the acquisition negotiations until the signing of the promises of sale (drafting of deliberations and direct decisions) and carry out property assessments,
  • Operate the consultation of services and partners,
  • Follow the porting methods in partnership with the Public Land Establishment,
  • Develop a active role in land prospecting allowing a detailed knowledge of the land market of the metropolitan territory (changes, prices, projects) and carrying out land studies independently,
  • Characterize the notion of public domain and apply the appropriate procedures: transfer, downgrading, etc.

You will also need implement complex land procedures, and more particularly the procedure of expropriation, complex easements or evictions.

You will also need guarantee the legal certainty of all complex acts : sale in the future state of completion, co-ownerships, division into volumes, innovative real estate arrangements, assessments of real estate operations, etc… and analyze tax conditions and environmental obligations the context of site pollution during transactions.

Finally, you ensure the administrative and financial aspects of land operations of your geographic scope by:

  • Participating in the budget preparation : carry out accounting commitments, check the availability of appropriations and request budgetary entries,
  • Integrating information relating to the follow-up of your files into the dedicated “Gaia” software and informing the disposal monitoring dashboards.

Profile

Higher education bac + 3 and / or civil servant or winner of a category A public service competition, you have professional experience in the fields of land and / or urban planning.

More precisely :

  • You own the sense of public service,
  • YOU carry the values the establishment and public policies of the MEL,
  • You have experience in the areas of real estate lawof town planning law et development,
  • You have skills in analysis and drafting of legal documents but also in carrying out property valuations,
  • Your expertise allows you to manage complex projects and to be able to mobilize and support elected officials and technicians, both at the strategic and operational level,
  • You are comfortable with project methodology tools,
  • You have a sense of anticipation and responsibilities and do some transversality one of the success factors of your projects,
  • Finally, loving the relational and pragmatic, you know how to listen, exchange, communicate but also nbargain while prioritizing your actions to guarantee the meeting deadlines.

Authorizations / Permits

Particularities of the position :

  • Position eligible for telework 6 months after taking up the position,
  • In the event of variations in activities within the UF, you may be required to take charge of acquisition files, ranging from negotiation to the signing of the promise of sale, and to come and reinforce the workforce. ‘a UF other than that of its initial assignment,
  • Participation in meetings outside and trips to the field – permit B essential,
  • Possibility of a relocation in territorial delegations if this political choice intervenes in the next mandate.

For you, the MEL is committed to working conditions :

  • Position eligible for teleworking (2 days / week max) 6 months after taking up the position,
  • Choice of working hour cycles: 35h, 37h30 (generating 15 RTT/year) and 39h (generating 23 RTT/year),
