This Saturday, December 26, 191 families from San José de Los Campanos received the title deeds of the homes in which they had resided for years but did not have the legal documentation.
In a formal ceremony, the mayor of Cartagena, William Dau Chamatt, and the manager of Corvivienda, Néstor Castro Castañeda, handed over the land titles to the beneficiaries under strict compliance with the biosecurity measures adopted in the framework of the health emergency.
“This is a historical social debt that Cartagena had and has with thousands of people who have possession, but have not been declared owners of the properties where they live. This year 2020, we have decided to regulate this situation by registering these deeds with the Office of Public Instruments, and that is why today we deliver these 191 titles that waited for 20 years, this same number of families. The happiness that this is one day after Christmas is the greatest gift they can receive, and it becomes a memorable day for them, ”said William Dau.
The president added that although everyone knew that these people were the owners of those properties, the law did not recognize them, so they could not access other benefits such as loans in banks for home improvements.
Atilio Banquez Gómez, member of the Community Action Board of the San José de Los Campanos neighborhood, Manantial and Cocos sectors, and who is also a beneficiary of one of these titles delivered, stated that this title was the best Christmas gift.
“This is the best Christmas we can receive, the titles give you legal security and additional financial benefits. Before we were holders, today we are holders ”, said Banquez.
This was the process
Among the actions that led to the titling of these properties, the following stand out:
• In 2017, through Public Deed No. 0782, the Seventh Notary Public of the Notary Circle of Cartagena, by means of a donation in payment by the Archdiocese of Cartagena, the District of Cartagena acquired properties that are part of the Housing Fund lot of Social Interest and District Urban Reform – Corvivienda.
• In 2019, through Agreement No. 005, the Cartagena District Council granted powers to transfer, free of charge, properties located in the aforementioned sectors of the San José de Los Campanos neighborhood.
“Today, the titling process of 191 properties in the San José de Los Campanos neighborhood culminated, out of a total 278 properties titled during 2020 to this community, with 87 titles pending before the Public Instruments and Records Office. For the year 2021, the projects of agreement will be presented before the District Council, in the first ordinary sessions, to continue with this work that allows fulfilling this social commitment for the benefit of the less favored population, ”explained Néstor Castro Castañeda, manager of Corvivienda .
The official said that the process of legalization of properties in the El Pozón, Las Américas and Paraíso neighborhoods is also being advanced, to reach a total of 392 titles during 2020.
It is expected that in the remainder of the Dau administration more than 4,500 properties will be legalized.
