16-year-old accused of terrorist planning –

– Our client does not admit criminal guilt. This is a child who, in our view, did not intend to carry out any terrorist act. We therefore believe that it can not be established that a possible terrorist attack has been averted.

The boy’s defender, lawyer Andreas Berg Fevang in the law firm Mette Y. Larsen & Co., writes in an SMS to Dagbladet on Friday night. The boy has denied criminal guilt since shortly after the arrest.

Dagbladet has gained access to the indictment. Here it appears that the boy has been charged in accordance with section 131, third paragraph, of the Criminal Code. The law makes it illegal to plan and prepare for terrorist acts. The indictment has been issued by the National Public Prosecutor’s Office.

In the indictment, it can be read that during the autumn of 2020, the boy is said to have tried to commit an act of terrorism by carrying out preparations that “facilitated and pointed to the execution” of such an act.

He is said to have done this, among other things, by participating in online courses in the production of “improvised explosive devices with publicly available materials”.

According to the indictment, he also produced a liquid in whole or in part according to a recipe for nicotine poison, which was found on his phone.

Dagbladet has previously been informed that ingredients for the poison mixture have been found and confiscated in a shed, connected to the family’s home on the eastern edge of Oslo. In February, Dagbladet was informed that the now accused boy had had the goal of poisoning random Norwegians.

According to the indictment, the boy also scraped sulfur from matches, “which could be used as an ingredient to make a bomb, following the same procedure as in a user manual for making explosive devices he had on his phone”.

“Further preparations were halted by his arrest by the police on February 4, 2021,” the indictment states.

A large number of documents that in various ways are linked to the alleged terrorist planning, including instructions for the production of explosives, are also mentioned in the indictment.

– Take an oath to IS

The boy is also charged under section 136 of the Penal Code, “for having participated in a terrorist organization, when the organization has taken steps to realize the purpose of illegal means”.

The indictment assumes that the boy contributed to the business The Islamic State in Iraq and the Levant (IS eller ISIL).

This should, among other things, have consisted of participation in IS-sympathizing groups on digital platforms. The boy is accused of “assisting ISIL in spreading propaganda, among other things by downloading, making and publishing more ISIL propaganda videos” on a social media platform.

He is also said to have taken an oath in which he swore “by the name of God that he supported the Islamic State and that he did not intend to enter the channels or groups or do anything against the groups.”

He is said to have done this to gain access to an IS-related group on a social media platform.

– A number of preparations

The boy is also said to have transferred 1390 kroner to a website linked to IS propaganda.

“The purpose of the donation was ‘jihad’ (holy war), through financial support to strengthen the ‘state'”, the indictment states.

To NRK says public prosecutor Marit Formo that the boy’s age has had an impact on the case. It will have that in the future as well.

– His young age, there has been considerable focus during the investigation when it comes to progress and other considerations. It will also be important during the main hearing and a possible sentencing, she says to the state channel.

It was on Thursday 4 February that the Syrian 16-year-old, who came to Norway for family reunification, was arrested.
