Rosi Wiese is freezing. It’s almost as cold in her apartment as it is outside, says the 72-year-old. Because her heating has not worked for months, she spends a lot of time in a thick sweater under the covers. She reads, solves crossword puzzles, watches TV. Sometimes she turns on her little electric heater. “Time for an hour. It costs too, ”says the pensioner.

Werner Scherfer also lent such an electric heater to another neighbor. It was only then that he noticed: a total of 14 apartments in the Niederpleis residential park on Wacholderweg, one above the other, have remained cold for months. The reason: there has been a leak in an apartment since June that needs to be repaired.

Hot tea to keep it warm
But the owner does not allow the caretaker or the craftsmen into his apartment. Nobody took care of it in the summer, but it got cold in the autumn. In November, Rosi Wiese was in the hospital for three weeks. When she was released home, her heater did not turn on. She’s been cold since then. During the whole time she was unable to reach her landlord.

Just like the pensioner, Christoph Bauer is also sitting in a cold apartment. “That’s a catastrophe. It’s freezing cold, ”says the 42-year-old geriatric nurse. He drinks a lot of hot tea to keep it warm. And he bought a mobile electric heater, but he can’t heat his 40 square meter apartment like that. His landlord could not do anything either, “his hands are tied”. His only source of news is the caretaker. “But he knows as much or as little as everyone else.”

The reason: an argument with the caretaker
Scherfer himself is not affected. “But that annoys me. I’m the only one who takes care of it.” He is in contact with the tenants concerned, with property management, their lawyer, the district court and a bailiff. He can name the file number and cites default judgments from last October. Little has been done so far. He doesn’t understand why the matter is dragging on for so long.

“That is absurd, a mess.” Scherfer has lived in the residential park himself for ten years. He also spoke to the resident who prevented the necessary repairs. There must have been an argument with the caretaker, which is why he doesn’t want to let him in anymore.

“In summer I no longer need heating”
The property management company Vauhage refers to their lawyer Wolfgang Berthold on request. He explains that, according to the court decision, the owner has to tolerate the renovation. However, he did not comply with this several times. For this reason there was even a fine that, according to Berthold, he had not yet paid. Now the lawyer has applied to the Siegburg District Court for the responsible bailiff to be allowed to enter the apartment.

On Thursday he received feedback from the court that the owner had been given three days to comment. “So far he has not moved.” In the coming week, the authorization for the bailiff will probably be given. The lawyer cannot estimate how long it will then take until she can get access to the apartment with the craftsmen, probably with a locksmith.

That is how long the residents of the apartments will have to wait. Rosi Wiese doesn’t want to be cold any longer. “In summer I no longer need heating.”
