2.8 million people will be entitled to unemployment benefit between July 2021 and June 2022. This is what the results of a study impact on the estimated effects of the unemployment insurance reform carried out by Unédic.
According to the organization, the new calculation method will reduce the daily allowance by 17% on average for the first year for 1.15 million beneficiaries (i.e. 41%).
These new calculation rules lead to compensate less, but longer: 14 months on average, against 11 currently. Still, according to Unédic’s estimates, overall, 63% of beneficiaries will receive lower compensation in total and 23% higher compensation.
The beneficiaries concerned are mainly job seekers, registered with Pôle Emploi at the end of a fixed-term or temporary contract.
Indeed, the reform will be less favorable to people alternating short contracts and unemployment, because periods of inactivity will now be taken into account in the calculation of their compensation.
To prevent the most precarious from receiving too low an income, this reduction in allocation will be limited by a floor.
So, the daily reference wage (SJR) will decrease by a maximum of 43% compared to the method of calculating the 2017 unemployment agreement. Among the 1.15 million beneficiaries, 365,000 will benefit from this floor.
