In particular, I would like to thank Prime Minister Jeong Se-gyun, Deputy Prime Minister Hong Nam-ki, Koo Yoon-cheol, head of the Office of State Affairs Coordination, Kim Sang-jo, chief of policy, Jae-sung Choi, and other seniors.

As you may know, the Party Government has gathered today to finalize an additional plan to cover the 4th disaster support fund.

With regard to the supplementary bill, especially with regard to disaster subsidies, the Party Administration has been discussing three principles.

Wider, thicker, faster. These three principles seem to have been faithfully followed by the framework of the supplementary plan.

In particular, I am grateful that our Deputy Prime Minister Hong Nam-gi and Chief Kim Sang-jo worked hard to minimize the so-called blind spots that were not in the protection network of the system so far, so that unprecedented disaster support was provided.

In addition, among the prohibited or restricted businesses, the number of persons eligible for disaster support payments has been greatly expanded.

In addition, the recipients can also increase the amount they receive so that it can be made wider and thicker at the same time.

Third, by expanding the range of support to the underprivileged, special high-ranking workers and freelance workers who are not covered by employment insurance were newly included in the application, and corporate taxi drivers were also included this time.

In addition, special labor scholarships can now be provided to college students who are struggling with their parents’ unemployment or closure.

It seems that only 2 million people will be added this time among those who have not been eligible for support until now.

What we learned from this kind of work this time is that we have a valuable experience that the limits of the system can be overcome depending on our efforts.

I hope that in the future, while taking advantage of that experience, I hope to make efforts to become such a party government that is more sensitive to the suffering of the people.

As soon as the supplementary bill is submitted to the National Assembly within this week, the National Assembly will review it as soon as possible and try to help the people as soon as possible.

First of all, on behalf of the government, I would like to express my gratitude to President Nak-Yeon Lee, President Tae-Yeon Kim, and many other lawmakers who are working hard on legislative and legislative activities in the newly introduced permanent assembly system.

Today, the Party government gathered to discuss and coordinate measures to support damage caused by the prolonged coronavirus along with the first supplementary bill this year.

Last year, in response to Corona 19, the government pushed forward a total of 310 trillion won worth of support measures, including four additional administrations.

This year, we are implementing support measures worth KRW 9.3 trillion, including the third disaster support fund.

However, damage to self-employed persons is accumulating due to the continued extension of quarantine measures.

There are also blind spots that the support measures cannot reach.

The employment situation is also on the verge of deteriorating, especially in the youth and face-to-face service industries.

The government has prepared an additional support plan worth 20 trillion won in response to the party’s demand for prompt, broad and extensive support.

In short, this is the addition of Nak Yeon-pyo Lee.

You pushed us with great enthusiasm, so we reached an agreement.

Most of the financial resources are organized as supplementary budgets, but we plan to make the most of the existing budget available.

In the process of preparing this countermeasure, there was a lot of discussion about the scope and scale of support.

We were compelled to consider the level of government bond growth that would burden future generations.

I couldn’t help but worry.

However, as the people are concerned about their survival, the party government agreed that the immediate recovery of people’s livelihood is the top priority.

With this measure, we will minimize the blind spots of existing support and support the affected industries and classes as wide and thick as possible.

We are committed to maintaining and creating jobs in the face of an immediate employment crisis.

Above all, we will support the purchase and vaccination of the corona vaccine without disruption, so that there will be no obstacles in securing the entire population immunity quickly and safely.

Through these efforts, we are committed to preventing the 4th pandemic of Corona 19.

The additional bill to be confirmed by the Party Administration today is scheduled to be submitted to the National Assembly on March 4 after deliberation at the State Council this week.

The government will make every effort to ensure that the supplementary bill is passed as soon as possible.

As we face the unprecedented crisis of corona, we are realizing the necessity of legislating a loss compensation system and social solidarity to overcome the crisis.

Losses incurred by following government policy must be compensated in accordance with the law.

That is the spirit of our constitution.

An amendment to the Small Business Support Act with such contents was proposed on February 26th.

We will quickly establish a loss compensation system under close consultation between the parties.

The benefit-sharing system and social solidarity fund can serve as a foothold to overcome difficulties in a national crisis.

We look forward to cooperating closely with the Party Government to quickly prepare related laws such as the Social Solidarity Fund Act.

Lastly, I think today’s high-ranking party meeting will openly be the last meeting with CEO Nak-yeon Lee.

Thanks to the leadership of the party so far, the president has been able to produce a lot of fruit in reform projects such as the launch of the airlift and the promotion of legislation for economic democratization.

I would like to express my gratitude to all public officials under the Prime Minister who are striving at the forefront of quarantine, vaccination, and public welfare even under difficult conditions.

Today, we will finally discuss a plan to organize an additional supplement to support the 4th disaster support fund.

The 4th disaster support fund is characterized by a large scale, a wide target, and a thick support.

This supplementary administration was organized on a large scale in response to the party’s request to minimize blind spots and maximize support targets.

In order to eliminate blind spots, small businesses with five or more full-time workers in restricted-collective industries were also included, and the sales limit for general industries was also raised.

New founders were also included in the application. The amount of support was also differentially applied.

Electricity bills for self-employed people were also reduced, and we will also support special high schools, freelancers, corporate taxi drivers, caring service workers, street vendors, and low-income college students.

In addition, the budget for free vaccinations for the entire population of the corona vaccine, such as overseas vaccine purchases and vaccination infrastructure support, was included.

When the supplementary bill is submitted to the National Assembly next week, it will be promptly reviewed so that it can be paid from the end of March.

We urge the government to fully prepare for the March payment of the 4th disaster support fund by making full use of its experience of providing disaster support funds three times.

In addition, I would like to say that the Democratic Party and the government are operating national finances on the principle of minimum input and maximum effect.

The world continues to spend astronomical fiscal spending to overcome the corona crisis.

The U.S. House of Representatives has passed a $1.9 trillion corona stimulus package.

Recently, the OECD announced that Korea’s integrated fiscal balance in 2020 is -4.18% of GDP, the lowest among advanced countries.

On the other hand, Korea’s economic growth rate last year was the highest among OECD countries.

As such, Korea is recovering the fastest economic crisis compared to major developed countries with relatively little fiscal input.

Finance must be spent in the right place for the stability of the national economy and people’s livelihood.

It is impossible to overcome the corona economic crisis by a simple accident that the economy only has to endure a little even if there is a little achievement in quarantine.
