Choi Jeong-hyun, vice president of Incheon Bar Association
Incheon is currently the 3rd largest city in the country in terms of population, and given the rate of population growth, there is a good possibility that it will soon overtake Busan and develop into the 2nd largest city in the country. However, the fact that a high court has not yet been established clearly means that Incheon citizens have a basic constitutional right to trial. This is the result of neglect without guaranteeing the right to receive justice, so a high court must be established in Incheon as soon as possible.
By hosting the High Court, not only will the status of Incheon Metropolitan City itself increase, but as the status of Incheon Metropolitan City increases, Incheon’s economic infrastructure and legal infrastructure in the legal field can be expanded, thereby expanding the base of Incheon Metropolitan City’s academic infrastructure. As a result, we can expect the effect of various talents flowing into Incheon Metropolitan City.
Currently, there is no high court established in Incheon, so it is difficult for legal infrastructure to be formed, and there is still an external perception that Incheon is alienated, so it is difficult for talented people in Seoul to flow into Incheon, and even talented people in Incheon are expected to stay in Incheon. It is common for people to be reluctant to go to Seoul for work or leave Incheon.
Incheon is currently the city with the highest population growth rate in the country and has a higher potential for future development than any other city in the country. In the future, Incheon is facing a situation where it will have to prepare for the era of population of 4 million and 5 million beyond the population of 3 million.
In terms of the number of lawyers, there are currently more than 800 lawyers registered with the Incheon Bar Association, and it is expected that the number of lawyers in the Incheon Bar Association will soon exceed 1,000, so it is necessary to have a legal infrastructure suitable for the era of 1,000 lawyers. .
Considering these points, the establishment of the Incheon High Court is an urgent public livelihood issue that cannot be delayed any longer, so the National Assembly must pass a bill to establish the High Court in Incheon as soon as possible.
In conclusion, establishing a high court in Incheon is not a simple issue that can be overlooked, but is the constitutional right of Incheon citizens to receive a trial, and it will become the cornerstone for the economic and academic infrastructure of Incheon citizens, so it is an urgent livelihood bill that cannot be delayed any longer. It is.
All National Assembly members, legal professionals, and Incheon citizens in the Incheon region must work together as one and do their best to pass the bill in the National Assembly as soon as possible.
