[전국][단독] Water for farming to factories?…A strange water business

YTN reports one after another cases of illegal and illegal laws surrounding’Hansol Papertech’, a paper factory in Damyang, Jeollanam-do.

This time, it’s about the enormous amounts of water that this plant uses every day.

The Rural Community Corporation has signed a special contract, and there are suspicions that it has violated this contract.

Hansol Papertech, a paper factory built right next to a residential area in 1983.

The plant is known to use 8,000 tons of water per day.

It is a Yongsan pumping station managed by Korea Rural Community Corporation.

It is located right next to the Yeongsan River, which originated from Yongso in Gamagol, Damyang. Hansol Papertech draws water from here and uses it.

Isn’t it a problem to have the factory use water for farming?

The basic conditions of permission for use are stipulated as’a range that does not interfere with the original function, maintenance and management of agricultural production infrastructure’.

This is a contract for the use of agricultural water between the Rural Community Corporation and Hansol Papertech.

It says,’If the water supply is less than 60% of the average low water rate on the 15th of each month, the water supply will be stopped.’

In fact, in 2017, when drought was severe, the average low yield was only 37.7%, falling to the 20% level in July.

Still, water was supplied to the factory.

[한국농어촌공사 관계자 : 저희가 농업용수를 최우선으로 공급하는 기관이기 때문에 농업용수를 못 대주면서 공장에 물을 공급하거나 하는 일은 있을 수 없는 일입니다.]

The Korea Rural Community Corporation said that it will not supply water to Hansol Papertech any more after the contract ends, and that it even sent an official letter to secure an alternative water source.
