A national disaster management information system called ‘NDMS’ for short.
First introduced in 2005, it is now a pan-government electronic platform that manages not only natural disasters but also social disaster information.
Disaster related information and cooperation requests can be sent quickly via the NDMS platform.
However, on the day of the ’29 October’ disaster, in the process of disseminating President Yun Seok-yeol’s instructions, it was discovered that this system was little used.
President Yoon’s first instruction time was 11:21 pm.
The contents are “Please allow the Minister of Public Administration and Security to provide first aid and prompt treatment” and “I request a quick security check of Halloween events taking place across the country.”
The presidential office notified the media of this instruction at 11:36 am and handed it over to the head of the situation department of the Ministry of Public Administration and Security a minute later.
However, it was a long time after the Ministry of Public Administration and Security released the presidential directive to the National Police Agency through the NDMS.
According to data obtained by MBC, the time when the Ministry of Public Administration and Security issued the instructions to the National Police Agency was 00:16 after the change of day, and the time when the Agency national police he received was 1:20 am. , one hour later.
It was handed over to the National Police Agency through the system two hours after the presidential order was issued.
An official from the Ministry of Public Administration and Security explained the reason, “because the president’s instructions were already known through the media, etc.”

The National Police Agency also said: “In addition to receiving the NDMS message, the situation room staff checked the latest news and then spread the instructions via text message,” the National Police Agency said.

At 11:54 pm, President Yoon gave the second order: “The Ministry of Welfare dispatches an emergency medical team and ensures a bed, and the Minister of Public Administration and Security provides first aid and treatment.”
However, it was confirmed that the Ministry of Health and Welfare did not use the NDMS platform and the Ministry of Public Administration and Safety did not disseminate the second order via NDMS at all.
After introducing this system, the government explained that the propagation time was reduced from 35 minutes to “within 1 minute” and the time to understand the disaster situation was reduced from 16 minutes to “2 minutes and 13 seconds” .
The system management budget is 3 billion won per year.
