The weather, which had become chilly as we entered November, has become warm again, with days that are unusually mild for late fall. This Thursday, we’ll find out if it won’t get cold again ahead of the college entrance exam. Kim Seung-bae, head of the Korea Natural Disaster Association, is connected. Are you with me?

[김승배]

hello?

[앵커]

hello? I was wondering if it was November. Will it be warm today?

[김승배]

The lowest temperature in Seoul this morning was 10 degrees, which was higher than normal. This warm weather continues even in early November, and last summer it was very hot, with high temperatures in October and high temperatures in September. Temperatures this November are also expected to be higher than normal, and temperatures remain consistently high regardless of the season due to the effects of global warming.

[앵커]

As November began, the temperature plummeted and it got colder. So, is the weather getting warmer again due to global warming as you said?

[김승배]

Yes. In November, the air force that dominated the warmer summer in the south weakens and cold air comes down from the north. The cold air came down on November 6th and 7th, causing the temperature in Seoul to drop to 1.6 degrees and the first ice in Seoul occurred on the 7th. It froze later than usual, which is a typical characteristic of November weather. When cold air comes down from the north, the temperature drops, and when the air that comes back changes to the warm side, the temperature rises. In this case last weekend, warm air flowed into our country from the south.

So, because the North Pacific High pressure, which should be weakening, has not yet weakened, the warm air force is blocking the cold air from the north from moving south. This situation will not continue. It fell, then became warm again, then fell again, and now we’re entering winter.

[앵커]

When I looked at the weekend, there were many places covered in fog. And on my way to work today, there was thick fog inland as well. Why is it that it usually fogs up so often in the fall?

[김승배]

In the fall, the daytime temperature is high and there is a lot of water vapor due to evaporation near the ground, but the night temperature drops to near 0 degrees or below 5 degrees. Then, the air near the ground that evaporates and rises during the day condenses when the night temperature drops. That’s radiation fog. Due to such radiative cooling, a lot of dense fog occurs in the fall season, so a lot of dense fog occurred this morning, so it is time to pay special attention to traffic safety.

Director, this Thursday is the CSAT test day. Many people thought that the day of the college entrance exam would be cold, to the extent that there was a saying that it was a cold wave for the college entrance exam, but looking at the weather these days, it looks like it will be warm on the day of the college entrance exam. How about it?

[김승배]

Yes. November is when the CSAT is held. In the past, the CSAT was held in December or January, but was moved to November due to the cold weather. Nevertheless, in this November, as I mentioned earlier, when the cold air comes down from the north, the temperature drops sharply, then softens and repeats again. If the sharp drop coincides with the day of the college entrance exam, for example, last November 7th and the next 11 days. On the 19th of the month, Seoul drops to 1 degree.

Fortunately, the College Scholastic Ability Test (CSAT) is in the middle of this, so it looks like this year’s CSAT will be held in relatively warmer conditions than usual. However, in the past, there were days when the temperature dropped to minus 5 degrees on the day of the CSAT. However, this year, the cycle of cold air coming down from the north did not overlap with the CSAT day, so it seems like the CSAT will have nothing to do with the cold. However, on the day of the college entrance exam, it will be okay during the day, but it is expected to rain in the evening due to the influence of a pressure trough passing to the north. So, it is expected that the rain will have nothing to do with the CSAT.

[앵커]

We looked at the temperature on CSAT days for the past 5 years a while ago and thought it was cold on SAT days, but when we actually looked at the weather, there weren’t many days that cold. Why do people think it’s so cold on CSAT day that there’s even a saying that it’s cold for the CSAT?

[김승배]

In the past, when the CSAT was held in December, the temperature dropped to -5 degrees Celsius. During the CSAT, the temperature is uncertain. So, the beginning of early winter is December. So, although the temperature is the same as the temperature, it is actually cold when it drops to around 0 degrees, but I personally expect that the psychological cold will be greater due to the pressure of the exam.

[앵커]

You said there was a saying about the college entrance exam crash because of the psychological impact, and you said winter would come as the days were warm and cold repeatedly. When can I take out the padding this winter?

[김승배]

On November 9th, the temperature will drop to 1 degree in Seoul and most of the mountainous areas of Gangwon-do will drop to below zero. Therefore, if the temperature is around this time on November 18th and 19th, I think it will be okay to wear padding. However, when will the temperature drop below -10 degrees Celsius, which we say is the coldest? But that usually happens around early January. So, it is predicted that there will not be such extreme cold in November.

[앵커]

This year, the leaves turned late because of the late heat. There are people who want to go see the autumn leaves before it gets colder. Where are some good places to go to see fall foliage?

[김승배]

In the north, temperatures are low, so most of the fall foliage has faded. Naejangsan Mountain is currently experiencing an unusually late heat and high temperature, so Naejangsan Mountain’s fall foliage season is usually at its peak in early November, but at this moment, Naejangsan Mountain is at its peak autumn foliage season. The reason why it lasts so late is because it was warm this fall, so the fall foliage continues until late. Southern regions are expected to see the peak fall foliage season by this week.

[앵커]

I’m also curious about the first snow this year. Last year, the first snow fell across the country after mid-November. When will the first snow fall this year?

[김승배]

So, the first snow can only occur when the temperature matches the conditions for precipitation and rain. The first snow has already fallen in mountainous areas such as Mt. Seorak, but it has not fallen in inland areas or cities such as Seoul. It is predicted that the first snow will not occur within 10 days. As I mentioned before, the temperature on November 18th and 19th falls below freezing in Gangwon-do, and there are no conditions for rain then. So, if those things are right, the first snow will come. Personally, I think the temperature will remain high until the end of November, that is, even in November this year, so even if there are rainy conditions, it seems unlikely that it will turn into snow. So it seems unlikely that the first snow will fall within 10 days.

[앵커]

All right. I’ll listen to it here. We looked into the weather with Kim Seung-bae, head of the Korea Natural Disaster Association. Thank you.

[김승배]

thank you
