In August, record heavy rains flooded the metropolitan area, causing flood damage.
It should be noted that Korea Railroad Corporation and KORAIL are aware of the flooding of the tracks, but send a text message to warn them of the delays of the delayed trains, adding to the inconvenience for passengers.

In early August, heavy rains poured into Seoul, Gyeonggi-do and Incheon, flooding the places.
When the road quickly turned into a sea of water, more than 20,000 vehicles were flooded.

The train tracks also did not escape the pouring rain.
The tracks of the Geumcheon-gu office station, where trains such as KTX and Mugunghwa pass, were also submerged by water.
Looking at the measures taken per time period at that time, it was 8:02 pm when KORAIL first recognized the flooding of the tracks.
Subsequently, the train’s operation began to be checked for track inspection, and all up and down routes stopped about two hours later.
We observed when the delay notification text was sent to the passengers of the high speed trains and general trains 41 who had to cross the section after the flooding.
Of these, 32 passengers received an SMS after the scheduled departure time.
In some cases, it was sent two hours after the scheduled departure time.
Fortunately, most of the passengers on the 9 flights, who were notified of the delay, received text messages as they approached their scheduled departure time, which had little effect.
Had the passengers been notified immediately after the flood, they could have found another means of transportation.
KORAIL explains: “This is because there are no regulations regarding the sending of text messages when trains are delayed due to damage caused by wind and floods or problems with the tracks.”
He added: “Basically, information is delivered through electronic advertisements and billboards in stations and trains.”

It is also stressed that KORAIL must improve the relevant regulations to alleviate customer inconvenience or improve safety.
