7月25日,重庆日报记者从市发展改革委、市商务委获悉,今年上半年,重庆各级统筹财政资金发放1.5亿元消费券,同时带动银行金融机构、支付平台、重点商贸企业加持消费补贴发放,合计拿出上10亿元的促销资金,加速电子产品等消费市场回暖复苏。
市发展改革委相关负责人介绍,近年来,重庆高度重视消费促进工作,2020年以来先后出台支持企业“45条”等5轮综合性惠企纾困政策,同时制定支持服务业“10条”“56条”、发展新型消费“28条”等系列政策,3年来累计为企业减负约3400亿元。
同时,重庆在促消费恢复发展“19条”“30条”、绿色消费实施方案等系列政策措施中,明确支持开展消费券促销活动,鼓励对购买电脑、智能手机、高清电视机等给予补贴。
此外,重庆还着力推动家电以旧换新,突出扩大家电等大宗商品消费,实施2023年绿色智能家电消费补贴政策、绿色智能家电以旧换新等支持政策,统筹调剂安排4000万元财政资金支持提振汽车、家电产品消费,促销效果明显。今年上半年,全市限额以上家用电器企业零售额增速高于全国1.1个百分点。
近日,国家发展改革委等七部门联合印发《关于促进电子产品消费的若干措施》,明确要完善高质量供给体系,优化电子产品消费环境,进一步稳定和扩大电子产品消费。
市发展改革委相关负责人表示,下一步,重庆一方面稳定和扩大电子产品消费,加快电子产品技术创新,打造电子产品消费新场景,着力消除电子产品使用障碍,大力支持电子产品下乡,完善电子产品销售配送体系,开展绿色智能电子产品展销活动。
另一方面,重庆将促进绿色智能家电消费,采取换新补贴、换新消费券、满减打折等方式,常态化开展“爱尚重庆”绿色智能家电“以旧换新”惠民促销活动,精准开展家电下乡促销活动,举办“爱尚重庆”绿色智能家电消费季、家电网购节、空调节等特色家电惠民促销活动。
