Today (April 27, 2020), Interior Minister Herbert Reul and Police President Frank Richter set new standards in police training for the police in North Rhine-Westphalia. With the signing of the contract, the starting signal is given for one of the most modern training facilities in Europe, which is due to open in Essen’s western district in summer 2023.

Several companies applied for the Europe-wide tender last year. The Essen Thelen Group, which is also planning the new city district “Essen 51”, was awarded the contract for the new building of the Regional Training Center (RTZ).

“With the RTZ, the North Rhine-Westphalian police force in the heart of the Ruhr area is achieving a completely new quality in their training opportunities,” Interior Minister Herbert Reul is optimistic about the future. “The police have to face ever more complex situations for which they have to prepare as realistically as possible. The RTZ will use state-of-the-art technology to offer the opportunity to train a wide variety of scenarios under operational conditions.”

The new center will be built on an approximately 20,000 square meter commercial site on Frohnhauser Strasse. A unique feature is a 100-meter-long shooting range that can be driven on by vehicles, which opens up almost unlimited training opportunities for the police due to the expansion of 25×25 meters. For the creation of such complex exercise possibilities, the planning provides bulletproof building materials, special bullet catches, camera systems and highly efficient ventilation systems, some of which had to be redesigned in their interaction for the system.

“Such a large open area with a 270-degree shooting range has not yet been built in Germany,” police chief Frank Richter looks proudly at the future training opportunities. “I am pleased that this prototype of the NRW police force is being implemented in the Ruhr metropolis of Essen. In addition to the police headquarters in Bochum and Essen, special units will also find optimal conditions here, beyond the state and federal borders, to prepare for the often difficult deployment situations.” Construction is expected to begin in early 2021. After completion, the RTZ should be operated for at least 20 years.
