“Rapidly prepare institutional measures to prevent allegations of speculation in residential land development”
On the 3rd, President Moon Jae-in responded to the allegations of speculation by employees of the Korea Land and Housing Corporation (LH). The government instructed the government to conduct a thorough survey on land transactions in Korea. About 10 LH employees are suspected of having bought 10 billion won worth of land in Gwangmyeong and Siheung districts in Gyeonggi Province before being designated as the third new city.

President Moon instructed, “The prime minister’s office will conduct the thorough investigation, but jointly with the Ministry of Land, Infrastructure and Transport, sufficient personnel should be invested to ensure that no doubt remains. He said, “If any illegal matters are confirmed, respond strictly by requesting an investigation.”
In addition, President Moon instructed to “promptly prepare institutional measures to prevent allegations of speculation related to the development of new housing sites.”
The Association of Participation and Attorneys’ Association for Democratic Society (Minbyun), who raised this suspicion earlier, requested a public interest audit to the Board of Audit and Inspection, saying that it is highly likely that LH employees used internal information to speculate on the previous day. However, President Moon decided on this day as the prime minister’s office as the subject of the thorough investigation.

Regarding the audit of the auditor, he said, “There are cases where the auditor and the government conducted a joint investigation,” he said. “However, if you jointly (investigate) the auditor with the auditor, the initiation time may be delayed.”
The time when LH employees, suspected of speculation, bought land mostly coincides with the period when Minister of Land, Infrastructure and Transport Byun Chang-heum served as LH president. A key member of the Blue House said, “Through a strict investigation this time, (Minister Byun) will secure leadership and trust.”
