This can be seen from the bill submitted to the National Assembly, according to which next year the treasury will have BGN 3,075,534,000, and not BGN 3,155,534,000, which was the initial version, reported mediapool.bg. The main change is that the state reduces its transfer to cover the shortfall in the treasury from BGN 98 million to BGN 18 million, and thus the revenue part of the budget is reduced by BGN 80 million, which also leads to cuts in expenses.

Thus, if there is again a deficit in the treasury, it will be necessary to update its budget, which was done twice this year. It is not clear whether the reduction of the budget has anything to do with the measures for savings in the system proposed by the Minister of Health Petar Moskov, which are expected to save 80 million BGN. The money for hospitals next year is also reduced compared to the original option.

According to the budget adopted by the treasury supervisor last week, BGN 1,424,916,000 was planned for them, but in the end, from the draft submitted to the parliament, it is clear that BGN 1,282,916,000 was planned. The money for medicines for home treatment has been reduced by 10 million BGN, and the funds for cancer drugs by 5 million BGN.

The cutting of the NHIF’s money caused a negative reaction from the Doctors’ Union, from where they warned of a deficit in the treasury’s budget. According to the initial project, the ministry was supposed to have BGN 370.2 million, but it recently received BGN 435.2 million. As is clear from the transcript of Monday’s government meeting, Health Minister Petar Moskov complained that his ministry was given 60% of the required budget.

From the bill for the budget of the health insurance fund submitted to the parliament, it is also understood that a 10% reduction in salary costs compared to this year is foreseen. Personnel costs next year will be BGN 31 million. In addition, the transitional and final regulations stipulate the restriction that the NHIF will not work with hospitals that received a license after December 31, 2014, as well as not enter into contracts for new activities with already existing hospitals if they received permission to do so after the New Year.
