In order for the agreements to change the long-term contracts with TPP “AES Maritza Iztok 1” and TPP “Kontur Global Maritza Iztok 3” to hold the price of electricity for the final household consumer to have any effect, prices had to be tamed in three directions in these contracts. This is what DKEVR did in the 2014-2015 price period with its decision of June 30, 2014. What do I mean?

First, it was necessary to see what his attitude was to the principle Take or pay, i.e. to purchase, or rather to pay, the energy requested by the producer, regardless of how much will be purchased. An extremely important principle. If it was repealed with the current renegotiation, everything would be very easy. But apparently it isn’t.

Then the next two questions arise. What about the availability, because it can be seen that in the new period 2014-2015 in both plants it was reduced by 34%, for each of them. What happens to the prices at which this availability is paid and electricity is purchased? These are two different prices. It is not clear what are these 11% and 17% that the government is talking about today and what are they referring to? Any difference upwards from that 34% that I mentioned – both in availability and in the price of energy at each of the plants, leads to an increase in the price for the end user.

And one more very important thing: since when does this contract come into force? Because if it is not recognized from July 1, 2014, some BGN 700 million will continue to weigh on NEK, which the Americans will want anyway as unpaid. And that’s a fact. Where will these BGN 700 million come from, except as a loan, which will then have an impact on prices for end users. That is why I say that the finalized renegotiation with the two TPPs is a promise, i.e. postponing price increases for a future period that will have a huge impact on consumers.
