Putin spoke about the “time bomb” in the Soviet constitution – Politics

MOSCOW, July 5. / TASS /. The right to withdraw republics from the Soviet Union was a time bomb, Russia should avoid such mistakes. This was announced by Russian President Vladimir Putin in an interview with the program “Moscow. Kremlin. Putin” on the TV channel “Russia 1”.

“This is the time bomb laid in 1922 during the formation of the Soviet Union,” Putin said, emphasizing that the rule on the right to secession of republics from the USSR was repeated in the Soviet constitutions of 1924, 1936 and 1977. “Of course, we must avoid such things,” the head of state said.

“I am absolutely convinced that we are doing the right thing, that we are adopting amendments to the current constitution. They will strengthen our statehood and create conditions for the progressive development of our country for decades to come,” the Russian leader concluded.

The CEC of the Russian Federation at a meeting on Friday approved the results of an all-Russian vote on the law on amendments to the Constitution of the Russian Federation. According to the document, as a result of the vote, amendments to the main law of the country were supported by 77.92% of those who voted, 21.27% spoke out against the changes. One of the amendments implies a ban on alienation of the country’s territories.

Lenin thesis in the constitutions of the USSR

As the President of the Russian Federation emphasized, the right to withdraw the Union republics from a single state was the Leninist thesis, fixed in the agreement on the formation of the USSR in 1922. As Putin noted, “Lenin ran around with this idea” from 1908-1909, it went back to the idea of the right of nations to self-determination. “Then [это] transformed into state building in such a way that when creating a single state, the Soviet Union, – well, in fact, it was a question of restoring historical Russia within its former borders – the newly created union republics had the right to leave it. By the way, Stalin held a different point of view, “the Russian leader said, noting that, according to Stalin, the corresponding national territories should have been part of the RSFSR as autonomy without the right to exit.” But in the end, the Leninist idea was realized, ” concluded Putin, adding that then these provisions “began to wander from constitution to constitution” in Soviet times.

At the same time, the head of state emphasized, the procedure for leaving the USSR was not prescribed. “The question arises: if this or that republic became part of the Soviet Union, but got a huge amount of Russian lands, traditional Russian historical territories in its“ baggage ”, and then suddenly decided to leave the Union? Well, at least then left with than she came, and wouldn’t drag “gifts” with her from the Russian people. After all, none of this was spelled out! ” – stated Putin.

In fact, according to the president of the Russian Federation, on the part of the ruling communist party in the USSR, this was a “certain trick”, since nothing of the kind was supposed in fact – as well as the implementation of other theses, such as “land to peasants, factories to workers”. “The land was nationalized, collective farms created, factories nationalized, in fact, these factories did not get workers,” Putin said. The President of the Russian Federation also mentioned the actions of the Bolsheviks to decompose the army during the First World War, noting that they then abandoned the thesis “neither war, nor peace,” and began to create the “Red Army” with the help of carrots and sticks.

At the same time, as Putin recalled, the 1977 constitution of the Soviet Union, as in previous constitutions, prescribed the exclusive monopoly of the Communist Party to power. “She was the core of the entire state system, and there was no right to withdraw representatives of various national entities from the Communist Party, she kept everything,” the president said. In fact, he continued, the CPSU linked its own destiny and its group interests with the interests of the whole country. “And when [компартия] by itself, without any external blows, it began to crumble from within, and the country also began to crumble behind it. This is absolutely unacceptable, “the head of state concluded.
